G.  Conclusion




Because juvenile adjudications are not convictions, juvenile non-citizens who are brought into juvenile court for alleged delinquent conduct are generally protected from the immigration consequences that would flow from a conviction. It is important to recognize, however, that even in the absence of a conviction, a juvenile adjudication can lead to serious immigration consequences by providing the basis for an immigration adjudicator to find a conduct-based ground of inadmissibility or deportability for the juvenile. Also, a juvenile adjudication can and will be considered when evaluated the noncitizen’s moral character for purposes of a naturalization application.
