D. Productive Members of Society


42 U.S.C.A. § 675(5)(A)
The fourth purpose is to provide the necessary care, guidance and discipline to assist a child in becoming a responsible and productive member of society.

Children have a right to the least restrictive placement available. 


C.R.S. § 19-1-115.5(2)(d)
Any placement should be safe, the most family-like, and most appropriate available near the child’s parents. Maintaining a child in the same school district is preferred. 

Out-of-state placements should be made only if no appropriate Colorado placements are available.


42 U.S.C.A. § 671(a)(15)(E)
The court monitors efforts to place a child for adoption. If family reunification is no longer the goal, DHS must make reasonable efforts to find the child another permanent placement and complete steps to finalize it.

The federal government offers adoption assistance for special needs children.

42 U.S.C.A. § 673b
It also encourages adoption by making incentive payments to states that exceed total number of adoptions from prior years.

All children over the age of 16 are offered independent living services.
